A message dated July 26, 2004, was received July 30 stating the                                     
Governor has signed the following bill and is transmitting the                                      
engrossed and enrolled copies to the Lieutenant Governor's office for                               
permanent filing:                                                                                   
                                                                                                    
      SENATE CS FOR CS FOR HOUSE BILL NO. 494(FIN)                                                  
      "An Act relating to the methods of disbursement of money by the                               
      state, including employment compensation, unemployment                                        
      payments, and permanent fund dividends, and to bank investments
